Unsure where to get started as a first time modder

I've never attempted to make a mod before, but I want to make an item that grants a saving throw penalty to enemies affected by spells cast by a specialist wizard & I'm unsure where is the right place to get started on this project.

If I could even change the magnitude of the specialist wizard saving throw bonus that might be ok too. Like many others I'm a little unsatisfied that Edwin is so much stronger than a CHARNAME wizard.
