Not sure about the last rule. Elephants have tool use and octopi are pretty smart.
I'm not interested in a civilization game anyway.

I don't have that high of an opinion of civ games, their kind of boring.

Also I vote for lobbed fins
You don't have to vote for lobed fins if your plan is to developed limbs, you can go straigt from fins to limbs. I know its slightly less historically accurate however its close enough of a leap. Otherwise this game will end up taking forever. If you don't plan on developing limbs then disregard this message.

Its possible however you need to become more complex and develop more sophisticated organs first
