Oddly enough, that looks like Sachiko, one of the ghost children and a definite psychopath.

And it sure is a Corpse Party. Really. Even in 16 bit graphics (for homage to the original game made in a RPG maker), it's enough to go say "HOLY MOTHER OF GOD!" several times... per Chapter, of which there are five.
