The second month of the year, a cold, foreboding, and brooding month, has passed us by. Much has transpired. Plots have been discovered, and others have been put into motion. What is the damage? See below...

The Elders have discussed the current Issues:
1. Create Watchmen order, yes or no?
Elamon: Yes, these watchmen should be unidentifiable and be used to identify criminals, but not act or get involved.
Javen: No, major crimes in Frye are not against common folk, but against the rich and powerful.
Fenris: Yes, more security will aid in preventing future incidents.
Bouhe: Yes, an undercover group would be effective at reducing crime. There are ways to reduce their cost to the village.
Estralia: Agree with Bouhe.
Sefiam: It will keep Frye more safe. We will do this.
Northe: Disagree. Watchmen are not needed, we have a more than competent guard system.
Final Vote: After discussion, a basic watchman system will be implemented. The members of the program will be undercover, and will roam the streets as civilians, carrying no valuables. They will be trained in basic combat by the village guard. They will not intervene in crime unless necessary, but will instead attempt to identify the criminals as best they can, so that the Village Guard can deal with them.

2. Count Aschet's money to the Medicants, yes or no?
Elamon: The Medicants have done us no harm. It should be given to aid their efforts.
Javen: No, it should be invested in projects for the entire village.
Fenris: No, this money should be invested in the village, not one organization.
Bouhe: Yes, however half should go into military development instead.
Estralia: Agree with Elamon.
Sefiam: This money should be reserved for the village of Frye itself.
Northe: The money should be entirely given to the Medicants, with it being their discretion what is done with it.
Final Vote: After long discussion, the majority won out, and Northe and his Medicants seized the large funds given Frye by Count Ashet. As promised, Northe donates a small sum to Lew, that they can continue research, and as a gesture of good faith to Lew, also goes along with their wishes and donates a small amount to Asura, that they can pursue military research. What Northe does with the rest of the money is up to him and the Medicants...

3. Give your opinion on the current religious situation in Frye, and should action be taken?
Elamon: No action need be taken currently. In trying to "reconcile" we may awaken a latent feud.
Javen: The village elders should not get involved in this.
Fenris: We must reconcile all disagreeing sides, even if they aren't currently fighting.
Bouhe: No action is necessary.
Estralia: Agree with Bouhe.
Sefiam: We must decry all false religions in favor of Udebb'ha, the true god!
Northe: We must proclaim the Church of Northe to all, and renounce the Dark god!
Final Vote: After long discussion, the Village Elders have decided that it's currently best to not address this issue, as it's not a major issue at the moment.

4. Enforce Merchants to sell alcohol at lower cost, yes or no?
Elamon: I see no reason for this. It could damage Frye's economy.
Javen: No, it should not be enforced but be up to the merchants.
Fenris: Yes, if that's what the people want.
Bouhe: Yes, this will increase people's general prosperity.
Estralia: If we refuse, the people may become upset. Enforce a lower price on alcohol.
Sefiam: This will destroy the economy and people's work ethic. We can't allow this!
Northe: Hmmm... Yes... May the people drink, and drink well...
Final Vote: While the dissenting elders are very vocal, foreseeing a bad outcome, the general consensus does indeed enforce merchants to sell alcohol at lower costs. A 40% discount on all alcoholic beverages is enforced, causing the locals to buy almost double the alcohol they normally would; there are much more drunken brawls and debauchery in the streets of Frye, and merchants bringing alcohol to Frye refuse to do so anymore, due to the sharp discount. This leads to an awkward situation of a high demand for alcohol at an enforced low price, which discourages anyone from selling it. In fact, some quick-acting merchants even bought large quantities of low-priced alcohol and took it to the neighboring villages to sell it at regular price, creating a reverse economy of alcohol. A black market has developed to import and sell alcohol at higher prices, as no one wants to import and sell alcohol legitimately.

5. Enforce "Medicant Tax" on all foreign merchandise entering Frye, yes or no?
Elamon: Yes, but then subsequently enforce the Medicants to pay an "Income tax" to the Village Elders.
Javen: No the Medicants are an organization separate from Frye and shouldn't benefit from our authority.
Fenris: No need to empower an organization, also merchants should not be taxed for no reason.
Bouhe: Yes, this tax will allow more research.
Estralia: Yes, if this tax is split in half with the Village Elders.
Sefiam: This is really not necessary, and will deter merchants from selling wares in Frye!
Northe: We must impose this tax. The Medicants will greatly benefit Frye, you will see...
Final Vote: Ultimately, after long discussion, Northe and his medicants got what they wanted; another source of income. It didn't come without strings, however. The Medicants are now required to pay half of the incoming Medicant tax to the Village Elders, and to give one tenth of all the income they receive to the Village Elders, as a return for the extra wealth they received and the supporting votes they received in the council of Village Elders.

Cisse has read the letters of the powerful families.
Lew:

The mendicants have clearly not been acting in the best interests of the people, given their incessant demands for money.

Asura:
I do want to asked you Cisse if the Asura family should have a increased amount of land for the Asura family feelings of independent?

Tannell:

Cisse replies to Ferran saying that he has noted the rise of the Medicants, but hasn't seen them commit any crimes yet. Cisse informs Asura that while he is doing his best to act in Frye's best interests, it's not his place to get involved in disputes about lands and fiefs.

The powerful families, with their own interests in mind no doubt, have acted this month.
Lew: -Northe's Hospital- 32
Hospital construction goes slowly, despite the aid of the Medicants. However, it is close to being finished, and should be finished by the end of the coming month.

Lew: -Mine Investigation- 72
Lew's investigators notice that about once every two weeks, one less worker leaves the mines than entered the mines, effectively causing one missing person every two weeks. The mine manager reports it to them as a "mining accident", and that mines in general are not very safe. However, there never seems to be chaos or accident-like behaviour from the other workers of the mine. After sending a spy to pose as a worker in the mine, Lew encounters a "sign-up sheet" posted by the mine manager in one of the mineshafts, which vaguely describes some kind of "Escape, for a Fee" and those interested may sign up. The names on the list match the names of the workmen that went missing over the past half a year. After another extensive study of the near-fossilized bones Lew had uncovered many months ago, Lew is unable to find a smidgen of information on what sort of creature it could be. Either it is long extinct, or it is utterly unknown to anyone in the entire Traye county.

Ferran: -Fossil Fabrication- 64
The copy of the bones is easily done in high-quality forged steel, and it garners much interest from historians and scholars alike, who offer Ferran large sums of money to purchase the copy; however, not a soul recognizes the bones. They inform Ferran that it must be from some beast that has long become extinct.

Ferran: -Church Charity- 98
The work on the Udebbha'ian church goes extremely well, and is finished. The followers of Udebb'ha praise and thank Ferran, as their church is now just as magnificent as the idolatrous Dabalian temple across the street. Ferran's reputation with the Udebbha'ians greatly increases.

Ferran: -Daughter Detectives- 57
Investigation of the Count proves futile, as his dealings with Frye are basically non-existent, and he does everything through Cisse, Frye's Bailiff. However, Ferran investigators discover one of the unmarked guards taking money from a hooded figure late one night, and drops a letter on his way back to the private villa. While the letter is written in indecipherable code, it bears the prominent mark of the family Elforche.

Asura: -Ranch Rangings- 47
Construction of the ranch is slow, particularly as Asura has to clear some of the forest surrounding Frye in order to build it. However, after clearing the land they have used the wood to make the fences for the ranch, and are well on their way to constructing it.

Asura: -Property Range Request- 14
The Elders that Asura approaches see no reason to bring such a minor issue to the Village Elders to be voted on. If Asura would like more land, they must either buy it from the Village Elders, or buy it from some other private owner. The Village Elders will not simply "give" Asura more land.

Asura: -Horse Archery- 46
Mounted archery training is difficult and progresses slowly.

Asura: -Teen Wannabe- 44 (Result Aided by another Player)
With the support of Lew naturalists and experimenters, Airi begins to sleep with herbs and spices sprinkled over her face, in the hopes that she will grasp the abilities she calls "magic". Many of her family still scorn her for this. Some of her peers are supportive, but many see this a fool's fantasy, and nothing more. Airi tosses and turns in her sleep, but doesn't seem to grasp any new abilities, other than smelling like a Sprig of Basil every morning.

Asura: -Magical Mumblings- 88
Following the instructions that Nola gave the Asruan investigators, Wasashi, cloaked in a hooded robe, waits on the fishing docks of Frye late at night. It at first appears that no one will reveal themselves, until Wasashi feels the point of a sword lightly touching the back of his neck. Slowly getting up and turning around, he comes face to face with a hooded figure, who reaches out and removes Wasashi's hood. Seeing a member of Asura, the hooded figure lowers his sword and reveals himself as well. He is Elamon, a prominent member of the family Elforche, and member of the Village Elders. He informs Wasashi that Asura and Elforche can both benefit from the magical power of Nola, provided they do not let Ferran lay hold on her. He gives Asura a monetary gift in good faith, and asks for their support in this matter. Elforche expects a response from Asura in the coming month.

Asura: -Mine Investigation- 46
[As no one has told Asura about the bones, Asura cant interact with them in any way, unless they find their own bones] Xing and a few Asuran men are escorted through the mines by Elforche mine guards, and find nothing suspicious of note. They are almost done the expedition when Xing notices a glitter on the ground. Sneakily picking it up, he identifies it as a very small ruby. What Xing does with this knowledge is up to him.

Asura: -Cropping Crops- 31
Due to the cold of late winter, the small seeds and immature plants die off before growing into anything substantial.

Asura: -Bestial Bait- 55
Using one of Casthor's thugs who somehow had still been imprisoned all this time a bait, Asuran soldiers lay in wait in the trees above him, as he struggles against his ropes and tries to escape. Suddenly he freezes, paralyzed with fear, as a tall, muscular, humanoid-looking black creature, missing an arm, stalks towards him. The Asuran men wait until the beast is almost upon the prisoner, and then lunge from the trees in an attempt to capture the creature. The creature is very powerful, and manages to severely wound several members of the capture team, but is heavily wounded itself. When Casthor's thug frees his bonds, the men are distracted into tackling him, while the beast drags itself off into the forest, wounded greivously.

Tannell: -Audalicious Appetizers- 45
While the Audiovore meat is clearly a rare delicacy, only a few members of the Eloquent Oak take an actual liking to the meat; most eat it simply for it's rarity, and then decide not to eat it anymore. However, the Audiovore meat does not tarnish the reputation of the Eloquent Oak in any way.

Tannell: -Apologizing Apologetics- 92
The people are surprisingly understanding about Tannell's drive to make the world a better place, and some of them even have misgivings about not donating previously. Tannell's reputation goes up, and they recieve some extra funds from donations.

Tannell: -Test Subjects Needed- 91
Tannell's public advertising of posters throughout the town has brought in people by the droves, willing to aid in the development of new weapons technologies. Aspiring duelists, thugs, mercenaries, disgruntled city guards, farmers, and rebelious young women, flock to Tannell's testing grounds to aid in their weapons development. With so many new and eager participants, Tannell will surely be able to thoroughly vet any design they come up with.

Tannell: -I'll Take the Case- 54
While the Count by no means has major confidence in the abilities of a minor family in a minor village, the good report brought him by Cisse has persuaded him to give this family a chance. Tannell investigators will be responsible for conducting the investigation, and if they fail to locate the escaped prisoner, they will also be held responsible.

New Issues:
1. Northe has proposed that instead of forcing such a price cut in alcohol, we put a smaller discount and a tax on alcohol. A lower price discount means that merchants might still bring alcohol into Frye legitimately, and we can simply impose an extra Medicant tax on alcohol entering Frye, to ensure that while alcohol might not be the best for people, the beneficial acts of the Medicants will be.

Notable Events:
1. The alcohol economy has crashed. For several weeks, while there still was alcohol in large supply, many commoners became excessively drunk, as they spent the same amount of money but got that much more alcohol. Disorder and decreased productivity abounded, hurting the income of those families which hire commoners to aid in their work, namely Elforche, Asura, and Ferran. Now, there is a shortage of alcohol, as legitimate businesses are loathe to sell it, and merchants refuse to bring it to Frye to sell, as there is such a sharp profit loss. The black market has taken up the task of supplying Frye with alcohol.

2. So far, only three families have conducted an investigation into the Elforche mines. The case cannot carry on without the other families finishing their investigations.

3. Forese, who was teaching history in the school, has abruptly left Frye. Rumor has it that Amonet declined his marriage proposal, and he left, enraged. He left his private home and all his valuables, including all his exorbitant wages from the entire time he worked as a teacher, inside the home. Rumors abound that quite a few young virgins had a recent intimate encounter with Forese while they were intoxicated from the surplus of wine due to the alcohol price cut, and that they could be expecting children. The School currently has teachers in every curriculum except History.

4. It appears that Northe has put his new financial resources to good use. Hiring many skilled builders to aid in the construction of the hospital, buying several properties which he tore down the houses thereof to build an extravagant new Church, the Church of Northe, and buying himself a rich and regal outfit with a glittering ruby neck chain. Surely, those who follow Northe and revile the Dark god shall become great!

In short, here are the issues that the Elders can vote on this month:
1. Remove most of the alcohol discount, and impose Medicant tax on alcohol, yes or no?

And so, the thrid month of the second year encroaches upon us, and it is up to the powerful families to keep everything in the balance. Malign entities may begin to manifest themselves...

Events

Tell Asura about the bones that were found in the mines.

Tell the other families everything about what Lew found

Continue work on the hospital

Go to Traye to learn what they know about medicine.

Try to get the other families and the Medicants to help Lew research about medicine

Have some Lee family members pose as workers in Elforche's mine, and have then sign up for the "escape" once they learn what they can about the escape, they would report back to Lew about what they find.

Give some of the money received from the Medicants not used yet to the Elders

Attempt to domesticated foxes

Events of the week:

Hire a group of hunters to track down the wounded black beast and capture it alive.

Xing will accept the information of the Lew family and continue his investigation onto the eastern mines.

The Cobbler will begin to design the lightweight shoes of the past months from before.

Asuran soldiers will continue their mounted archery training.

The Asura workers will continue to build their horse ranch.

Some Asura workers will support the construction of the Lew family hospital.

Asura family to used their money from the donation to buy some land to plan for their Independent sector of Frye.

The Asura family will accept the deal with the Elforche family.

Airi will try to gain her healing magic through her dreams and rituals.

Xijin will spend one of his men to Traye to learn any possible fighting styles and stances that can be learn.

Xijin will reveal to Northe about the information of the Black Beasts and asking if these creatures are connected to the Dark God?

Asura family will also use the last of their donations toward the common people of Frye as a gift for them to earn influence with the villagers.

The Asura family will try to search for better farming techniques for their future plans.

Note to the Bailiff:
Xijin will be informing Cisse about the Black Beast existance and will show one alive if captured.

It seems fishy to me that many are blindly following the so called "Medicants". Northe and his group seem to constantly be trying to find new ways to earn money. Just last month he proposed that we tax the people for there unscrupulous actions. Please stop and/or investigate them.
