Difference Between Cerebral Ganglion and Brain

I have been researching about molluscs recently and I am wondering why Octopuses and other Cephalopods are considered to have "brains" while other molluschs, like gastropods are considered to have "cerebral ganglia". What is the difference? An octopus (Cephalopod) also has ganglia and a brain, while snails and slugs (Gostropods) have a cerebral ganglion, along with other ganglia. Both ganglia and brains are made of neurons and are part of the nervous system, and found in the head, so what is the difference? If I need to make something clearer tell me. I need to know the difference.

The biggest difference is size. Though cerebral ganglia in octopuses only deal with movement and sense, and do not contribute to thought process and learning.

Could ganglia be precursors to brains? How did brains evolve compared to how ganglia evolve? Ganglia and brains are bunches of neurons, right? Correct me if I am wrong
