As the title says, if fins wouldn't touch the ground when a creature walks, they don't improve its swim stamina. I've noticed aquatic life doing horribly, and this appears to be why.
It's the swim speed bug all over again, but with stamina.

Directional damage modifier
When you get around to making a better damage model, try to account for the facing required to use a given part. A triceratops had to face a predator to use its horns, while a porcupine backs into them; a raptor has hind limbs that can latch onto prey while a wolf doesn't.
